CARES Act for Emergency Education Funding

In March 2020 Congress passed the CARES Act to provide approximately $31 billion in emergency education funding to students, schools, institutions and states across the country. Congress also set aside approximately $13.2 billion of the $31 billion for the Elementary and Secondary School Emergency Relief Fund (ESSER Fund).

The CARES Act outlines twelve allowable uses for the $13.2 billion in the package’s K-12 relief fund, providing Local Education Agencies (LEAs) substantial flexibility in determining how best to use their funds.

Schools that may have been previously unable to budget for the commercial cleaning and disinfecting equipment they wanted now have the opportunity to make those investments to aid in combating the spread of infectious disease.

School districts will need to prioritize the use of ESSER funds to accommodate both immediate and longer-term needs, making sure that not only are specific expenditures allowed, but also to maximize the return on investment.

With the passage of the American Rescue Plan, Congress and President Biden implemented a second round of federal funding specifically to help private schools address the impact of COVID-19. Non-public schools have this once in a lifetime opportunity to use school funding to provide their teachers and students with COVID-19 and emerging pathogen fighting products like Haiku fans with UV-C.

To take advantage of this private school funding, private schools will be asked to complete the state’s EANS Intent to Participate Form to provide the state with basic information about the school. This includes the percentage of students it serves that live in poverty, how COVID-19 has impacted the school, how the school plans to use the EANS funds to address the impact of COVID-19, etc. Once the state determines its funding priorities, it will notify the school of its EANS allocation and compliance process.
